Contract and Compliance Coordinator

BASIC PURPOSE: Work under the direction of the Project Management (PM) team to provide support for supporting the administration, tracking, and compliance of federal and state contracts: subcontract agreements, vendor documentation, and regulatory requirements. This position works closely with Project Management, Procurement, Finance, Legal, Operations, and vendors to ensure contractual obligations are properly documented, deadlines are met, and projects remain compliant with company policies and applicable laws and regulations. The Coordinator serves as a central point of contact for contract documentation and compliance activities, maintaining accurate records and proactively identifying missing documentation, upcoming expirations, contractual requirements, and potential compliance issues.
A key responsibility of this position will include supporting compliance for federally and state-funded EV infrastructure projects, including National Electric Vehicle Infrastructure (NEVI) grant-funded projects. The Coordinator will monitor project documentation, certified payroll, labor requirements, Buy America/BABA requirements, Davis-Bacon requirements, and other grant-specific compliance obligations.
MAJOR RESPONSIBILITIES:
COMPLIANCE:
- Ensure compliance with federal, state, and city disadvantaged business enterprise (DBE) program requirements.
- Maintain applicable reporting (construction and operations phase) throughout the term of awarded contracts.
- Review public works contracts during the bidding process for DBE and certified payroll requirements.
- Convey contract labor requirements to corporate payroll to during construction and service contract periods to ensure internal prevailing wage compliance.
- Monitor compliance with company policies, contractual requirements, and applicable federal, state, and local regulations.
- Review and communicate labor requirements to our general contractors and subcontractors during construction.
- Create certified payrolls for LAE mechanics working on public works projects.
- Review and maintain certified payrolls from subcontractors at every tier from many project types at once.
- Distribute and communicate any pre-construction documents to subcontractors needed before work may begin on site.
- Work with Project Managers to provide lien releases on project close out reporting.
- Provide administrative support to Sales and Construction team as needed.
- Support internal and external compliance audits
CERTIFIED PAYROLL & LABOR COMPLIANCE
- Collect, review, and maintain certified payroll reports submitted by contractors and subcontractors.
- Verify certified payroll submissions for completeness and compliance with applicable project requirements.
- Review payroll documentation for required employee classifications, wage rates, hours worked, fringe benefits, and other applicable labor requirements.
- Identify discrepancies or missing information and coordinate corrections with contractors and subcontractors.
- Track weekly certified payroll submissions and follow up on delinquent or incomplete reports.
- Maintain certified payroll records in accordance with contractual, grant, and regulatory retention requirements.
- Support compliance with Davis-Bacon and Related Acts (DBRA) requirements when applicable.
- Assist with labor compliance reporting and audits.
- Coordinate with Project Managers and compliance personnel to resolve labor compliance issues.
NEVI & EV GRANT COMPLIANCE
- Support compliance with National Electric Vehicle Infrastructure (NEVI) grant requirements for EV charging projects.
- Maintain project documentation required by federal, state, and funding agencies.
- Monitor compliance with applicable NEVI program requirements, grant agreements, and project contractual requirements.
- Track required project reporting, certifications, documentation, and deadlines.
- Support compliance with applicable Davis-Bacon prevailing wage requirements for federally funded projects.
- Monitor compliance with applicable Buy America / Build America, Buy America (BABA) requirements.
- Create compliance memos for NEVI/EV Grant contracts and distribute to project management.
- Maintain documentation supporting domestic content and applicable equipment/material requirements.
- Coordinate with contractors, suppliers, Project Managers, and Procurement to obtain required compliance documentation.
- Assist with preparation for NEVI, federal, state, and third-party audits.
- Maintain a complete audit trail of project compliance documentation from project award through final closeout.
- Identify potential grant-compliance issues and escalate them to Project Management and leadership.
- Support corrective action plans when projects or contractors are not meeting grant requirements.
EDUCATION AND EXPERIENCE:
- Education:
- HS Diploma or equivalent required
- Bachelor’s Degree preferred
- Experience:
- 2–5 years of experience in contract administration, compliance, construction administration, project coordination, procurement, or a related field.
- Strong organizational and documentation skills.
- Ability to manage multiple projects, contractors, and deadlines simultaneously.
- Strong attention to detail and general knowledge of public works contracting
- Proficiency with Microsoft Office, particularly Excel and Word.
- Strong written and verbal communication skills.
- Ability to work effectively with Project Managers, contractors, subcontractors, vendors, Procurement, Finance, and Legal.

- Soft Skills: Excellent verbal and written communication skills, strong time management and organization skills, keen attention to detail, ability to learn new software applications and computer programs.
